Create Feature content type

Context

There is a Documentation content type, and Tasks have a Feature type.

Making Feature a top level content type makes it easier to link to.

After create a feature in a project, add it to the project's book outline.

Questions

Should tasks have a single or multivalue feature reference?
Single for now, might add related features later.
