Configure drupal.org issue links

Context

I created drupal.org module/issue modules that use external entities and linkit to render links to drupal.org modules and issues with additional info.

Module links are already configured, using taxonomy terms as the annotation entity.

Notes

Existing issue links in content will not automatically create annotation nodes.

Annotation nodes are automatically created when a use with permission saves content.

This is currently invisible to the user, and needs to be improved.

Create drupal.org issue content type for annotation entity.
