Improve entry of issues/modules in reference fields

Context

Add/edit buttons on reference fields are working well.

But currently, the drupal.org issue/field link is at the bottom of the form.

Fields on the issue content type store data that is now fetched by the external entity (stability).

Can adding a new issue/module start with an entry form for the machine name/issue #/url?

Existing modules don't have the drupal.org module field populated.
