Using tabledrag in dialog causes focus on title and scroll to top

On a module page, when adding referenced content such as a Tip, a multivalue field with tabledrag will scroll to the top of the dialog when used.

Looks like it's related to these issues:

Replace #ajax['wrapper'] with #ajax['wrapper_selector']
